RULE 1 - ENTRY FEE:
(A)
All teams must pay their team entrance fee payable to the Richmond International Midget Hockey Tournament.
(B)

(C)
If a selected team is unable to attend the Tournament, they must immediately notify the Tournament Registrar by phone. A refund less an administration fee of $100 will be given if notification of cancellation is received prior to Nov. 1/08. There are no refunds after Nov. 1/08.
RULE 2 - TEAM ROSTER FORM AND PLAYER REGISTRATION:
(A)
All players listed on a team roster form competing in the Tournament must be supported by a CHA approved player registration card or registry form. For USA teams, their AHAUS registration forms, as per CHA Tournament Rules.
(B)
A maximum of 19 players per team will be allowed to play in any game, which includes two goalkeepers, who shall be eligible to play as goalkeepers only. All players shall be duly registered to that team in accordance with Hockey Canada regulations.
Please note: US teams/BC Hockey MML teams can dress 20 players, which includes two goalkeepers, as per Hockey USA rules/Hockey Canada rules.
RULE 3 - PLAYER ELIGIBILITY:
(A)
If changes or amendments of players are required, the Tournament Registrar will require an updated certified team roster duly approved by the Provincial or National registrar, or the Local association with which the players are properly registered for the current season.
(B)
No player will be allowed to play for more than one team.
RULE 4 - PLAYING RULES:
(A)
The Tournament playing rules will be such rules as laid out in the current Hockey Canada, BC Hockey and PCAHA Rule Books.
(B)
If changes in playing times are found necessary during the Tournament, all managers will be advised prior to the commencement of the competition.
(C)
Any player assessed a “Match Penalty”(intent to injure), “Gross Misconduct Penalty” (obscene gesture), or a “Fighting Major” will be DISQUALIFIED FOR THE REMAINDER OF THE TOURNAMENT.
(D)
Any player assessed a “Game Misconduct” in the last 10 minutes of the game will be suspended for the NEXT game. Any coach assessed a “Game Misconduct” during any portion of the game will be suspended for the NEXT game.
RULE 5 - DURATION OF GAMES:
(A) All games will consist of three 20-minute stop time periods with an ice clean between the second and third period. The Gold final games will have an ice clean between each period.
SHOULD A GAME EXCEED THE ALLOTTED ICE TIME AND IT WILL IMPACT OTHER TOURNAMENT GAMES, THE REFEREE HAS THE AUTHORITY TO SHORTEN THE TIME OF THE THIRD PERIOD.
Overtime will only apply during play-off games. Following a 3-minute rest, the teams will resume play. Overtime will consist of a 4-on-4, 10-minute sudden death stop time period, except the gold medal game, which will consist of a 20-minute sudden death stop time period. If the game is still tied after overtime, a 3-on-3, 5 minute sudden death. If the game is still tied after overtime, the game will be decided by a 5-player shootout. If the game is still tied, the shootout will continue with one additional player per team until a winner is decided. No player can shoot a second time until all other players on his team have taken a shot (excluding goalies).
(B)
All games will be played with the Mercy Rule in effect.
(i)
If there is a 6-goal difference during the game, the game will switch from stop time to running time.
(ii)
If the game returns to a 5-goal difference the game will revert back to stop time.
(iii)
Penalties assessed during running time will be as follows:

3 minutes running time for each minor infraction.

*
8 minutes running time for each major infraction.

*
15 minutes running time for each misconduct.
RULE 6 - TOURNAMENT DRAW:
(A)
A maximum of 14 “Elite AAA”, 26 “AAA” and 20 “B” caliber teams will be selected from all applications received.
(B)
Each team is guaranteed 5 games.
(C)
The 14 “Elite AAA” will be divided into 2 team divisions. Teams will play a series of 4 round robin games.
The 26 "AAA" teams will be divided into 4 team divisions. Teams will play a series of 4 round robin games.
The 20 "B" teams will each be divided into 5 team divisions. The teams in each division will play each other once.
The play-off round for the “Elite AAA”, “AAA” and “AA/B” tournament will be organized as follows:
Home Bench will be awarded to the team with the Highest Point Total as per Tournament Rules
Elite “AAA” Division Format
Top 4 teams from Each Pool proceed to playoff format. (1 vs 4 and 2 vs. 3 from opposite pool)
5th, 6th & 7th place teams in their pools will play a Consilation game from the other pool.
“AAA” Division Format
Top 2 teams from Each Pool proceed to playoff format (1 vs 2 and 2 vs 1 from opposite pool)
“AA/B” Division – Quarter-Finals
Gold Flight
1st and 2nd place teams in each division will advance to a Quarter final in the Gold Flight
Winning teams from the Quarter finals advance into a Semi-Final
Winning teams from the Semi-final advance into the Gold Final.
Silver Flight
3rd and 4th place teams in each division will advance to a quarter final in the Silver Flight
Winning teams from the Quarter finals advance into a Semi-Final
Winning teams from the Semi-Final advance into the Silver Final

RULE 7 - TIE BREAKING RULE:
(A)
2 points will be awarded for each win and one 1 point will be awarded for each tie during the Round Robin.
Divisional Tie-Breaker
If the tied teams all played each other, the placing will be determined as set out in the Rules 7(B) and 7(C).
(B)
If 2 teams are tied after the Round Robin, the winner of the Round-Robin game between those 2 teams will place higher (only if they played each other during round robin).
(i)
If the 2 teams tied their Round-Robin game and are still tied for points, then the team with the best goals for and against differential in the Round-Robin series will place higher.
(ii)
If the 2 teams are still tied, then the team with the lowest goals against in the Round-Robin series will place higher.
If the 2 teams are still tied, then the team which scored first in the Round-Robin game between
those two teams will place higher (only if they played each other)
(iv)
If the 2 teams are still tied, then the team with the fewest penalties minutes (major, misconduct’s and game misconduct’s count) in the Round Robin series will place higher.
(v)
If the 2 teams are still tied, then the team, which scored the earliest tournament goal, will place higher.
(vi)
If the 2 teams are still tied, a coin toss will determine which team places higher.
(C)
If 3 teams are tied after the Round-Robin:
(i)
The 3 teams will be ranked based on the points accumulated in the games between the 3 tied teams (only if they played each other). If 2 teams are still tied then Rule 7 (B) will apply.
(ii)
If the 3 teams are still tied, then the team with the best goals for and against differential in the games between the 3 tied teams will place higher (only if they played each other). If 2 teams are still tied then Rule 7 (B) will apply.
(iii)
If the 3 teams are still tied, then the team with the best goals for and against differential in the Round-Robin series will place higher. If 2 teams are still tied then Rule 7 (B) will apply.
(iv)
If the 3 teams are still tied, then the team with the lowest goals against in the Round-Robin series will place higher. If 2 teams are still tied then Rule 7(B) will apply.
(v)
If the 3 teams are still tied, then the team with the fewest penalties minutes (major, misconduct’s and game misconduct’s count) in the Round Robin series will place higher. If 2 teams are still tied then Rule 7 (B) will apply.
(vi)
If the 3 teams are still tied, then a coin toss will determine team placing.
RULE 8 - REGISTRATION CARDS OR CERTIFICATES:
(A)
A photocopy of each Hockey Canada or Hockey USA approved team member registration form or certificate must be attached to the completed team roster form before the team can participate. Please ensure that the team roster form is completed in its entirety.
RULE 9 - PROTESTS:
Protests must be filed by team officials in writing with a $100.00 non-refundable fee per protest to the arena Tournament office within one hour after the end of the game.
The decision by the Tournament Rules Committee will be final and may not be protested. It should be noted that a Referee’s decision is final and may not be protested unless it concerns an interpretation of the rules as outlined in the Hockey Canada rulebook.
RULE 10 - TIME-OUTS
(A)
Each team will be permitted one 30 second time-out per game.
RULE 11 - PROTECTIVE EQUIPMENT:
(A)
While on the ice, all players (including goalkeepers) must wear an approved throat protector (Cdn teams). This shall include games, practices, warm-ups and while sitting on the players bench or penalty bench. Players registered with USA Hockey shall be exempt and should comply with their USA rule – ie. (mouthguards).
